Actually, on second thought - nothing says it needs to be vdsl or adsl to test, right?
Grab to routerboards and throw two Ethernet cables between them. Pull up a l2tp server / client over that :-)
Doesn’t really matter what’s in the middle, that is just tunnel switched.
You just need both ends.
