The only way that doesn't involve 'active monitoring' would be to try sending snmp trap on that vrrp interface state change, and then on the snmp trap target find a way to iussue some command via routerOS API. But is there some reason why you don't like active monitoring by scheduler or script? (It doesn't need to take up any significant resources to implement) Cheers! Mike.

The only options schedule, netwatch and one other that escapes me right now.
The netwatch seems to be like the Cisco sla.
it and the schedule are active monitoring, which seems like a bad option in this case.

I know about the vrrp on backup / master events.
Are there any ways to capture when an interface comes up.
for example if an interface changes state to up I would like to run a script and if it goes off being up then run another scripts
