Telstra doesn't offer these without a lot of strings attached. To get a static via Telstra you need to have a IP WAN with a mobile gateway service and then a certain # of mobile data services, which you can then assign ip's to etc etc. so it's just not really an option without the other infrastructure. You can get a dynamic public IP via their "Telstra.extranet" apn which you can call and ask for but not a static.
