You would have to do it with script that continually monitors interface state and executes some action when there is a change, or (perhaps better) scheduled script that runs every <n> minutes.

Are there any ways to capture when an interface comes up.
for example if an interface changes state to up I would like to run a script and if it goes off being up then run another scripts
