There is a hack in which you can specify the network address, however there are route propagation issues associated with doing it this way.
Eg ip address add address=192.168.0.0/32 network=192.168.0.1 interface=ether1 comment="my fake 192.168.0.0/31"
You don't need proxy-arp on these "dodgy" /31's if you specify the /31 on the other end. Remember subnet boundary start on even numbers so it would be best to ensure you follow these network boundarys.
