Perhaps try winbox> terminal then: /system reset-configuration no-defaults=yes and start from scratch. You can copy and paste sections of your config to make the rebuild faster if it helps. I have a weird issue, I had a RB2011 some time ago which has two switch chips, 5 port Gigiabit and 5 Port Fast Ethernet.
